Project Pipeline

Project Pipeline is a comprehensive performance-based planning program that aims to identify cost-effective solutions to multimodal transportation needs in Virginia. Through this planning process, projects and solutions can compete for funding through statewide programs, including SMART SCALE, Revenue Sharing, Interstate Operations and Enhancement Program (IOEP), and local or regional funding sources. 

The goal of Project Pipeline is to provide a clear connection between the Commonwealth Transportation Board’s (CTB) VTrans priorities and Virginia’s project development and prioritization processes.

In order to accomplish this goal, the Project Pipeline team has worked to improve access to travel and safety data and develop tools that help us better understand how to solve problems. The program seeks to strengthen the Commonwealth’s collaboration with local governments and regional planning organizations to better understand and develop solutions to the problems facing Virginia’s transportation system. 

Project Pipeline Team

The Project Pipeline program, initiated by the CTB, is led by the Office of Intermodal Planning and Investment and is composed of representatives of the Virginia Department of Transportation and the Virginia Department of Rail and Public Transportation. 

Project Pipeline Process

The team works closely with local and regional stakeholders to conduct transportation studies in three distinct phases.

Phase 1 involves diagnosing and understanding problems before brainstorming a range of potential alternatives or solutions. This phase includes coordination with local jurisdictions and regional organizations to ensure local support and participation in the study process.

Phase 2 involves public engagement, which confirms understanding of the problems and causes, narrows down a range of potential alternatives, and identifies the most cost-effective solutions.

Phase 3 refines and finalizes a comprehensive investment strategy to pursue funding opportunities at the local, regional, state and federal levels. Additionally, Phase 3 focuses on understanding potential risks involved with projects to develop a detailed scope of work and cost estimate.
